An impact wrench is only as good as the wrench that put it on or the torque the nuts were set to.

If there’s corrosion, dirt, salt on the wheels, if a stronger wrench was used or a high torque was used. A breaker bar may be needed to break the nut free.

The wrench regardless of breaking the lock on the wheel, is a great tool to take the nuts off without using a ratchet socket set and constantly hitting the wheel or your knuckles

But ultimately, yes.

Even when using an impact wrench to put the wheel nuts back on a torque wrench should be used to the manufacturers specified torque. Do not torque with the wrench.
